The Dazaifu Government was established in the 7th Century as a branch of the central Japanese government.
At that time Japan traded with China and the countries on the Korean Peninsula,and since Hakata was nearest port in Japan to the Asian Continent, Dazaifu played an important role in foreign trade.

During the Nara and Heian periods the Dazaifu was responsible for supervising Japan's maritime frontier and for administering the nine provinces and two islands of the Saikaido (Modern Kyushu).
